Guest post on zero traffic website - Need Suggestions

dont fall for metrics. this is probably expired domain and is now "resurrected" to life to sell guest posts. which will not do any good to anyone but the owner.
I call such sites pseudo pbn

Doesn't seem legit to me, if the site doesn't have any traffic at all it means that something's not right, the domain authority score doesn't mean anything in this case, in fact, I think they only put it to convince you to give them money, but you won't get anything in return, so I would skip it.

You can buy that link but $25 is too much, if it has good metrics you can purchase for $5 to $10

i think you will get more benefit from betting $25 on red, then publishing on that site with no traffic

Never ever buy. Either those sites will be sold out soon or they will 301 redirect it or trash that site. They find newbie to steal their money. Don't fall in their trap.
If need money then you must buy links from good sites. Whoever he is, never buy.
We also never sell any guest posts/links who have 0 traffic with good DR/DA. So, be careful. You might see their good reviews or they might be top rated in marketplaces. Those are just eye wash.
Also, yes their is fault of the customers as well. They only want cheap! But they don't know cheap is not good all the time.

You can publish but shouldn't if the site full new or PBN. BUt if you see the site is aged and popular, then go ahead for anchor variation.

Some are just resurrected domain names that only have backlinks pointing to them.
The good news is that's all you need.
Remember, you're not looking for actual clicks.
You're looking to get your guest posts or your links published on those sites so that Googlebot can boost your rankings.
You're not looking for clicks from actual flesh and blood human beings.
Keep this in mind; don't get it confused.

^ but wouldn't google know they're trash? that they just pump it up for metrics. in which they might actually end up hurting your site

Check if the website has traffic. If it does not have traffic, it does not serve its purpose. Although, it is there to sell guest posts to you.
