What other results show up higher than your posts? If there are official government websites in the top 3 that cover the same topics as you then they will most certainly get most of the clicks. It could also be because the keywords are ads heavy, check the ads that are running and see if you can take inspiration from their engaging headlines. High impressions and no clicks are often caused by your pages ranking low on page 1, or because the SERP is filled with great ads or lots of informative and engaging SERP features such as snippets, youtube videos or People also ask. Analyze the SERP and see what could be the main issue.

It could be that your users look for a location or something else. It could even be that they get the answer from the featured snippet, so they don't need additional information. In that case, you'll need to optimize for that.
