GSC Help: Not getting clicks even though Impr is above 50K?

Website is about govt services - process on how to apply/claim, etc.

Issue:
I'm getting lot of impr and few queries are even ranking top 3 but I'm still not getting much traffic. I tried changing headlines and stuff but the result is same. So, can you help with what can be the issue?

Some guess:
- Headlines are still not good enough
- Users are not interested in my websites
- Trust Issues ( I have active ssl and cloudflare)

Any help would be appreciated. Thanks!

What other results show up higher than your posts? If there are official government websites in the top 3 that cover the same topics as you then they will most certainly get most of the clicks. It could also be because the keywords are ads heavy, check the ads that are running and see if you can take inspiration from their engaging headlines. You could also run your articles through surferseo or any similar tool and try to better optimize your content.

High impressions and no clicks are often caused by your pages ranking low on page 1, or because the SERP is filled with great ads or lots of informative and engaging SERP features such as snippets, youtube videos or People also ask. Analyze the SERP and see what could be the main issue.

That is some very useful information. Thanks man! I'll work on that
 
I had the same problem with another type of query. I figured out that the users didn't look for an article but for an image. So I made an image that satisfies the intent of the query and now I get the traffic through the image.

It could be that your users look for a location or something else. It could even be that they get the answer from the featured snippet, so they don't need additional information. In that case, you'll need to optimize for that.
 
If you want to have clicks then you have to rank higher, best to do is top 3. I belive the CTR for 9 or 10 position is nearly 0,5-2%. So yeah 1000 volume keyword bring you 1000 impression but maybe just 10 clicks. Also like @roydan said, beware of your viewers's insight.

 
What incentives are you giving for them to click on ads on site?

Maybe set ads to auto click function.

My articles are step by step guide so I have images as well. So, basically users who search such queries are basically looking for on how they apply.
For example: how to apply for passport - so I'm giving them a detailed guide with each step images along with FAQs and stuff.

You can see that majority of the queries are ranking within top 3, especially top 3 with high impressions

I never asked about clicking on ads. I'm asking why are they not clicking on the SERP even though I'm ranking top 3
