It's like the question Excel or Word.
Yes, you can make tables in both and write text in both.
I use both practically everyday and I couldn't imagine SEO life without either of them.

Scrapbox is the best from all i have used till now
I think you'll need both as each of these tools are different in some ways, and one will not be sufficient.
SB can do a very good job in scraping and they scrape very quickly too, with very accurate list generated based on the keywords that you feed it.
But it cannot post links to a wide variety of target websites, which gsa can do.
Eitherway, you will also need a captcha solving tool, proxies, instant link indexing service, emails, which all adds up to the overall cost to run these software.

Hmm not bad. But after scraping HQ links we can also comment and create backlinks through scrapebox even.
It depends exactly on what you want to achieve. I've been using both of them for different purposes. While ScrapeBox can give you lists, GSA is a must for very strong backlinking (of course GSA is much more expensive, you also need the captcha breaker, good lists, proxies and even a VPS if you are serious with it), but it's worth (*according to me!)

I already own Scrapebox and have used it basically only for Tumblr scraping. What would your opinion be if I wanted to build basically only tier 2 links, to index and boost web 2.0s, edu&govs and other tier1 links. Would you recommend buying GSA SER or what about @loopline 's lists in combination with scrapebox?

Scrapebox is not for backlinking anymore, it does ten thousand other things instead of just comment spamming. It's a must buy even if you have 10 other SEO tools.
GSA SER is specifically built for this purpose and it creates multiple types of backlinks. But you need to keep in mind that the success ratio is all depends on things like the quality of your proxies, link lists, email accounts, etc..
