Google SEO

I am so chasing someone that can do SEO for rankings in organic results. I have a project that I would like some advice & action on. Did all the research about a year ago for a low competition e-commerce niche. Got interrupted by earthquakes so competition is now medium. Doable for the right person but would like to go with a performance based referral.

Anyone know of a SEO-er who delivers? Non-adult.. Indeed, ethical industry. White hat methods encouraged.
