Google REALLY FOOL on their threshold ABUSERS?

Now, over these years ppl have been abusing google's threshold churn burn accounts as we know but now a days it's become difficult to make. They use and do not pay the $350 after using thinking they can escape but cannot google track down the user via contacting IP, hosting and domain registrar and thereafter start legal procedure?

How are these ppl able to escape lol OR google knows and don't give a damn?

I doubt Google will go after the legal procedures for $350. But obviously they will strengthen their advertiser signup process and close any loopholes that are being exploited. This is another reason why ad account are getting harder and harder to create. For new advertisers, your ads are scrutinised even more closely than before. This is not going to be long term as eventually once Google get so fed up with these abuses, they can always ask for prepayment on ad credits. Or decreases the payment threshold to $25 like Facebook to discourage abuses.
 
Small or big, but there's a possibility right? But I wonder how people are not getting their arses handed to them? lol
 
Google Ads revenue per year from Google Ads alone is over US Dollars 50 BILLION. Churn & Burn users are less than 0.50% of that. So Google will not spend millions of dollars around the world to hire lawyers to put cases on churn & burn users. Every big company knows there would be some bit of abuse of the system and they have a certain leeway for it & only if the abuse hits their revenues in a major way, then only they are bothered, otherwise no. That is why instead of trying to chase churners burners, they keep on tightening & loosening review algorithms. When they tighten review algorithms, then the real users also get affected and too many support tickets from real users start to arise & then again they loosen up things (tighten loosen, then tighten loosen, then tighten loosen and so on).

In my country the AdWords marketplace becomes tightened, there are not may open seller like 2 months ago.
