Google Play Reject - Device Abuse policy

Hi guys , i'm facing a problem these days with google play each app i publish i'm getting this reject : ...and had to reject it because it violates our device and network abuse policy and section 4.4 of the Developer Distribution Agreement


If you faced this problem before please help , i'm not displaying any you---tube videos

it's anormal guide with informations about a game

Maybe build a website around the guide and make a webview apk? That might work.

That also not gonna work maybe
don't know what they want they allow some shitty spammy app on play store but don't allow some good apps

I have one app approved when I did it like so. Could be because of the content or something.
