How do you get your business to rank higher on google maps? It appears the number of reviews and/or review rating have a limited effect. Is there something I need to do with my SEO to help this?

you may ask some of the nearby google local guides to rate you higher probably that will help

Maybe a dumb questions but, after all, I am a newbie...when you say ask nearby google local guides to rate you higher, I assume that means getting them to review the business? Do you have any suggestions on finding local guides in a nearby area (i.e. San Diego) in order to get these reviews?
