This is the same thing as penalty for duped content: it will not work. However, I can see some areas where they can make improvements and hurt comment spammers a little bit (first that comes to my mind, as I probably already implemented is to see if other nonrelated sites are also mentioned in comment area). They will improve their engine, we will bit it, and the circle goes around.
One more thing, after I actually read the article: they are already bragging how they can detect the spam and not how will they solve it. So, nothing to see here, move along...

I don't see this going anywhere, this post seems to mean that if you are tagged for not following webmaster guidelines, you may also need to fix comment spam to get reindexed. I suppose if your site has text on it yhat makes sense and is not keyword spamming too much there is really not much to worry about. Here is their reply...

I wonder If G devaluates backlinks then how are they going to rank sites. You can't buy links, you can't comment on blogs with your link. Even bookmarking and directory submission is not working. Then how are we supposed to get to front page? May be google will implement manual review of all sites and rank them manually . I don't think so. Backlinks will always be the most important thing in SEO. The more backlinks the better. Even now I see crap websites on first page for popular keywords with all their links from spam.

They can do that only if the links in comment section have nofollow tag.
I hate being dramatic but I did notice an instant decrease of my backlinks on a site of mine. It happened on 29th. It is the first time I see such an instantaneous decrease on backlinks. I monitor my backlinks daily... I hope this is just a coincidence.
Oh yeah and backlinks on that site were coming from pr3-7 blog commenting.

Google is warning on comment spamming in their latest post in webmaster blog. It is a must update for the web masters.

Will it be the end of the sites like linkvana.com who is charging $147 per month to do the comment spamming?

Google are a search engine, not the righteous and wholesome police. Why can't they just return bloody search results? They'll be going the way of AOL if they carry on like this.
Come on everybody - just take a look at the comments underneath that post - most of them are spammy one liners with keyphrase commenter names.
If a Google Webmaster post about the evils of comment spamming can be comment spammed, what the heck do you think they're going to be able to do about your more masterly efforts? Also note Google's own comment further down:-

LOLok,i know one guy with 15,000 backlinks,all from spam comments hitting #1 spot in google for very competitive keyword,now i will see what will happen to him
p.s i they penalize for comment spaming,this will be a good way to hurt our competitors
be prepared to buy comment spamming for ur competitors....
