Google Adwords Strategy Document?

I am a bit naive when it comes to PPC and I'll admit it honestly that I've never done it before. However, I've read a lot about it like CPC, quality score, ad testing blah blah! but don't have practical experience with it. Here comes the hard part, I am assigned a task to make a strategy for PPC keeping in mind a certain amount of budget for a quite competitive niche let's say its about Internet Marketing. So I am looking for some samples of such a document that can be altered accordingly or any advice!

Personal experience, quality leads for internet marketing come in around a $300 CPA... is that in your budget?

Yeah i think i can mange that budget but can you tell me more on how i can document a strategy for PPC. I need it documented and send to my client for review!

I am interesting to this. BTW, I have been cheat by someone who told me he has account to sell. So , please be more careful if you want to trade.
