Google Adwords Question

Hi everyone. I have a question for you.

I am actually cloaking on adwords and as of lately, i always change my LP SafePage.

Problem that i realize, is if we are doing CPA on Adwords, it's really hard to get a good Quality score for Keyword and Ads if we always have to change Landing Page (Safe Page).

Do you know if google catches up if you are using a copy version of a good quality landing page, sent on another domain and on another Account / Campaign?

Do they catch that this Content / Website has already been used on a previous account and campaign, which most likely is now ban.

Ok. So how are BH marketers doing it. I mean, how can you work on a campaign and optimize it with having a good Quality LP (For Adwords) If you have to start it over again every time?

Is there any BH tool that will generate content with Keyword for you?
Is there any solution to that?
