If you are getting clicks but not conversion there could few possibilities .
1 - Your Ad copy and your offer page is not in sync. user is not getting at offer page which is promised in ad copy.
2 - May be user clicking more then one ads running / offer running for same keywords and other are providing best rates. that's why you are got getting actual orders.
3 - May be your ad copy is attracting to people who are just looking for information or just doing window shopping about sms panel.
4 - User some negative keywords to filter unwanted traffic.
5 - Make Ad title and ad description clearly indicating what you are offering, price, discount ( if any) etc.So that you get real traffic only.

Like said, i am not an google official or self claim expert here. My User name is PPC_Expert and i could be expert for someone I helped with and may be i could be dumb for few.

Like others i am also here to learn new things and share my experience. So i try to answer questions based on my past experience. In BH or WH marketing there is nothing in good or bad , true or false, write or wrong. Its all about its working for me or not. Some trick working for me, may not work for someone else. some trick may be working for you but when i use that trick i may get suspended.

Very few ads get approved and 80% of them run with limitations and get disapproved under Birth Control policy and don't perform well.
Can you give me some tips on this?

Make you safe content like you spreading awareness news, even & promotion related to niche you are promoting . Google does allow news , event program. This could be helpful to achieve you better ad strength but still there is will change for limited ad copy.

Now coming to the performance of ads . Make ad copy headlines to attract real targeted segment not just info seekers. It happens when we write ad copy for restricted niche our ad copy must be double meaning so that bot think its for safe page but same that that ad copy must me very specific to page where user is landing after clicks.

Learn from past mistake and improving every next ads is secret.

GOOGLE ads / Gambling ads need must be pre-permissions (by country). Right.
Here i can choose to advertise the "concrete" casino "directly" via operator or owner or advertising partner (eg. anycasino.com) or run independent aggregator site (eg. casinoreviews.com). Right...
But, the question is: what contract or document or licence i upload if i run a aggregator site as a webmaster?

If my site have 100 casinos (on my) aggregator page, then what document will i upload to Google?

Some SPECIAL EXPERT questions - in one...

1. Where can I buy a (secure) VCC card (without Crypto)?
2. How do I top up (constantly) my balance on it?
3. Who will have the "name" on VCC card?
4. Google will not suspect that i am german and the card is e.g. Australian?
5. How can google accept VCC cards if they are known to be used for fraud?
6. If im banned from advertising by a specific domain (eg. anydomain.com) (reason: circumventint systems),
then will a new card (with the same domain) ist no longer be a circumventing system?
7. if i fix a domain (that had "malware" on it before), i know the domain name is "stigmatized" via google Ads.
If I replace all of the content, then google still says: "found malware" . How /where do I request a review or ask to "delete cache"?

How do I know if my website is only partially restricted (in terms of adult content) or will be suspended immediately? Where is the boundary line? It’s a game of chance: I’m uploading my ad, waiting, and suddenly it turns out to be banned forever, and I couldn’t be sure in advance what was going to happen, and I will not be able to appeal because they says “you violated our rules before”.

Very Interesting question you asked my friend.
In the case of a casino license owner application, you need to upload the casino license copy show that they can verify the credentials.
I assume in the case of casino aggregator website owner, showing the approved affiliate account in your names and the contracts between casino owners and you are promoter will work.

All they want to make sure that you are only writing about the licensed casino.

If you have 100 casinos links, all casinos must be licensed casinos and you must have promoter account in your name ( your business name )

I never applied for casino aggregator advertiser so I am just sharing my thought.

Actually, you can promote casino aggregator websites even without uploading any documents :p

I know my answer is 100% of what you are asking but surely some inputs to take better decision.

You should definitely try on different targeting, in fact, you could also do some A/B testing to see where you get the best results and where are you lacking in seeing them. Maybe you could also try some additional targeting like remarketing (if you made this setting previously).

can you share your oppinion please?
for example i have 150 kw i want to use for the campaign for a location. keywords are in 3 categories but all are relevant for my niche.
should i do 1 settup for all keywords or 3 setups to get more clicks within the budget?

Ad group with few keywords is always better then ad group with more keywords .
If fact now a day people practicing SKAG single keyword adgroup approach .
In case of less keywords per adgroup you can have very specific ad copy around those keywords and better quality score will be by-product of this approach

The question i am trying to get an answer was to maksimise clicks within the budget. quality score does not matter now.what i mean with that:
I have 150kw and $100 dayli budget. would it be more clicks if i do
1)1 camaign 150kw with 3 add groups
2) 3 campaighns with 50 kw
i will try it anyways, but interested in oppinions and experiance

if quality score doesn't matter then daily spend = avg X number of clicks ..
in that case
Having 150 keywords in one adgroup or 3 adgroups of 50 keyword will lead to same amount spend ..
