Having multiple account from same IP and funding from same bank is never issue unless you are violating google ads policy. Promoting something legit will never be a problem

Yes, very high possibilities that it will impact all the accounts on same IP if you're doing blackhat.

google can suspend related accounts. its advisable to have different IP for all accounts. Use multi login to manage all accounts at single place

Its advisable to have unique IP / account Info / Funding Source for each google ads account. Sometime they don't suspend the related accounts with same IP but google usually suspends the related account if you are promoting hard niche / banned niche.

I am currently building a local google ads campaign for a local city for "Boiler Repairs". My plan is to build campaigns for high intent "Phrase Match" keyword with a max conversion bidding campaign. And then based on the search queries - build a detailed negative keyword list to improve performance.
But I am also thinking what if I use a detailed list of high intent [exact match] keyword and run it on Manual CPC bidding campaign.
Based on your experience - what do you think is the best approach..?
