Google Ads Shopping campaign low spending limit Help

I have been running google shopping ads for many months perfecto. a few weeks ago my merchant center has gone down so i created a new one with another ad account in my antidetect browser.

Now shopping ads run for a 2 days, i set budget $50 on max clicks (high cpc) but only spends $10 in a few hours and stops spending for the rest of the day and repeats the same thing the next day. After this merchant center is suspended.

Does anyone know how to prevent this spend limit on shopping ads, it used to spend way more but now days i have tried with a dozen accounts maybe 1-2 will spend normal without restriction? i need to spend more without google pausing delivery.

It's not low spend it's because accounts was under review and then suspended

Any way to prevent/pass review (this low spend only happening last few weeks) or is only solution to use aged accounts?

Better to try with new ac with new IP/server
