Google Ads Invoice account

I saw this BST a few days ago about someone selling those invoice accounts, and i've tried using the search box, manually scrolling through the MISC section and I cant seem to find that BST. Does anyone here know about that guy or that BST. Can someone please help me locate it or know someone who would be providing this? I remember him taking a percentage for the ad budget id spend.

Are you willing to pay for the ad spend and then % for rental fees?
