Buy from a trusted website but I have never heard from any such site. better from the marketplace that will give you a guarantee that it will work in most cases.
If you are technically sound, you can make it yourself using the steps/guides available on this forum (Use search) otherwise buying is a better option.

yes, buy from Jr.VIP with dummy campaing working and shitlist them if your account banned
I bought accounts from 4 Jr. VIP users and it didn't work. One of them even scammed about 50 people, gave them inoperable accounts and in the shitlist refused to give the money back. It was banned and that's it.
