You can recover the account, but that requires you have access to a google rep at a certain level, like LCS or at least Agency Support. The normal support however wont help here, thats true.In Google Ads, if advertiser verification has failed even once (for a Google Ads account), then just MOVE ON ... Dump that Google Ads account into the garbage bin and move on to the next Google Ads account.
In Google Ads, advertiser verification needs to be done correctly and cleared, in the first attempt. If the first attempt fails, nothing further can be done (neither their support cannot help in such a particular case).
