They both can scrape public proxies and support loading private lists as well and testing if any proxy is working. Scrapebox is a great program and should be a tool in anyones marketing toolbox, but you should understand that there is a key difference between the two testers though.

Scrapebox uses both actually.
It first does a pass at one of several privately hosted proxy judges that scrapebox maintains.
Then it does a second pass with the "http process which grabs an actual real time response from the engine or site being tested against" By default this is google, but you can change it to be a custom test on any domain that you want.
