I agree with you, i've been burned many times by mediocre work done by fiver freelancers so I am always hesitant to contract any of them but upwork seems a little better.

when approaching the VAs, is there a commission percentage you recommend to start with?

You can make use of social media to rank your webpages and also get more client directly and indirectly through google
 
Rank your services site locally.
This will provide long term leads.

when you mention google are you strictly talking about SEO or paid ad campaigns?

Leads are no good if they don't convert.
How do you know the va will give leads that will convert?
I can give you thousands of leads right now, if I have access to leads software like scrapebox, leadsgorilla. Which by the way I do.
So you wanna pay per clients not per lead. Then see how many VAs will accept you offer, I bet none.

do you feel that the VA method is too good and too easy to be true?

I always think if its that easy wouldn't every online business owner do it?

Look, you want clients not leads. You are on right path. Whoever gets you clients go for it. Of course only buy from upgraded bhw members if you choose to , that goes without saying.
You can also post on jv "you get clients , my service". I saw one like that before.
 
I guess, it’d much easier if you mentioned what niche it is and what kind of things you’ve tried so far.
Anyways, I would choose something time-tested like content marketing. So you might promote it via banners ads, on social media, landing pages, and so on. This kind of things always works well.
The only issue you may face with this stuff is that it's pretty hard to find a good designer. In my case, I just couldn't afford a good one and I suffered a lot but ended up using Awesomic. Works perfect for me and it's a nice way out for guys like us - you get the job done and you don't have to pay a full-time designer or mess up with agencies.

I have a website development business, I currently make websites for local business and individuals. Local classifieds and word of mouth is pretty much how i get my clients at the moment, not sure if thats what you meant by mentioning the niche I was in

Yep, that's exactly what I meant.
Unfortunately, I don't have much experience in promoting local services but it shows google ads are a good option if you set things up properly and do some A/B testing to figure out what works best.
