Hello,

I have read that external links can improve website rank, so i just get wondering if i can create blogs and websites using blogger wix or whatever and link them to my website. Is it a legal SEO trick that doesn't not break any rule?

Yeah, you learned your first SEO trick. Yes, that is one of the method of linking to your site. For more methods, go read the http://www.blackhatworld.com/blackhat-seo/f43-seo-link-building/ and you will find numerous sales threads and collect as much info as you can. You will be wiser.

Yes its legal, it breaks Googles rules but still legal.
