GDPR and Privacy Laws in the offline world

Recently I went to a health care practice. Few times before this id gone to the GP.

So you are waiting in line to talk to the receptionist....

Now theres a patient in front of you. The receptionists asks here for her name, her date of birth then her address.

Now i heard all of it. Everyone in the waiting room area could have heard it. So now we all know her name, her date of birth and also her address. This is all personal data.

Now if this was online, it would be the equivalent of you filling in a form on someones website and then while that personal data was being transmitted to the server it also got shared with all the other website users online.... They would consider this a big breach of privacy and GDPR law.

So why is it not applicable in real world scenarios (offline) and businesses?

For example when the receptionist asked for my details, I was aware that everyone around me could here this so intentionally spoke quietly.

Why not just hand them your ID card and say nothing.´if you are worried.

yes they could do that. but what about the safety of patients and privacy laws, why are they not applicable in these kind of places?

What if some crook was waiting in the line...
