- Log in to your dashboard
- Click Stores.
- Click Add store.
- In the Store type section, select Development store.
- In the Login information section, enter a name for your store and a password that you can use to log in. By default, the email associated with your Partner Dashboard is used as the username, but you can change that if you want.
- Optional: Enable a developer preview by checking Create a non-transferrable store that uses a developer preview. Select a developer preview version from the drop-down list.
- Optional: In the Store purpose section, select a reason why you're creating this development store.
- Click Save.

no, you need to start again. But for the money you will save it is worth it.
I don't think this answers the question if i can transfer a normal store to a developer store ?
Should i use an app for that or is there another way to duplicate and import your complete store?

What happens once you hit your sales limit with a development store?
Its supposed to be transferred to someone else right?
Do you need to transfer to a new email address and payment method, or is there an option to keep it yourself with the same details?

Are there any downsides to starting with a developer account?
you have a limit of Sales that you can make with a Dev. Store. Otherwise there are no downside. So its Perfect to test different niches
