In my opinion, it is because the costs would outweight what they would gain. Unless this "problem" goes mainstream, they won't do a massive scale fix. The content exactly answers what the users are for, they stay for long and have low bounce rate. I think checking content that's made up from many different sources would also be very experience. That is just my opinion. There are big authoritative sites that were getting millions of traffic with normal content and they started to do these kind of articles as well. If you were google, would you punish such website? Additionally there are hundreds of sites getting 50k-100k traffic, is it worth it for google to deindex them?

I personally had a close friend whom Matt Cuts tweeted his BST service and de-indexed his whole network. This is a public incident so its all I can tell

Also, google likes pushing the hard work on to the webmasters themselves. So if those sites plagiarised your content then report them.
I don't know... just a wild guess, maybe after many reports they finally deindex those sites.

However, personally, I believe backlinks play a big role in these websites getting deindexed. The reasons I say this is because I've been monitoring a few "niche" ones that don't have a huge backlink profile. One could say they have no manually built backlinks at all. yet, they translate the questions in 10 languages, have 4,000,000 pages indexed and are doing fine.
It's just a thought.

Hello there,Just for the experiment, I started mine about 2 months ago. Google has slowly started picking my site. So far so good.
As per my experience, scraping is not the hard part but getting the posts indexed is. You need to constantly build quality backlinks and lots of social signals, to get your posts indexed.
