An acquintance of mine got over 15k trash followers this way to make his business Insta look more legit. It seem to have worked out for him, although 6k drop in followers in one day didn't look too good on the brand. Instagram shadowbanned the account heavily but after some time and some ads ran, it was getting quite a few views. Two years later now they are at 80k organic followers (minus whatever bots were left).
