Yes. Paypal do accept Any IBAN and does not see its name or info.

I have registered many Paypal accounts and I need to use Paypal to receive money for my websites.
Recently, I met a problem. The newly registered Paypal received the first payment and asked me to provide information.
My all account was closed after I submitted.
Can you give me some advice? thanks

1. Will it work if I'm doing all this on a fresh reseted android with LTE?
2. So the account would be made with our real names, wondering if there s some solution that works for accounts with different names (payments not as-legit).
Tried to make fake profiles and just send forward the $, but I keep getting this notification when logging in: "we could not confirm it's you" and when I'm trying to send funds forward: "sorry, we can't complete this right now".
 
Still risky but a nice method if there's no other way around
 
5. You will need VCC to confirm the account or a standard VISA card to confirm your details. For this scenario, you can actually buy VCC or use your own banking card. The address on the banking details can be different, it's fine, but make sure the ZIP codes are the same ( you can change banking details info in the settings of any banking app)

About the VCC zip code tally with address zip code.

What if I open Finland business account but my VCC supplier generate from uk, which is not tally but vcc will work.

Is this combination okay to use.

Upon Paypal asking for document ID the only thing you HAVE to do is to retake pictures of the SAME DOCUMENT you sent last time. I know it looks risky, but have a lot of PayPal accounts in my own name and they are all running fine.
You do realize that the ID verification is not to verify your identity, but rather to leave a paper trail if the account is ever used for something illegal or against the law, like money laundering. In essence you are creating PayPal accounts that will almost exclusively be used for dodgy things, and you are 100% tying your name to those accounts. So when the buyers of those accounts go and do their illegal activities and the authorities start looking for someone to hold responsible for those activities, they will be knocking on your door. Hahahahaha

Seriously guys, I know it's "just a PayPal account" but it's not worth it trying to be dodgy here. This "how to" is a great example of how to get yourself into trouble for crimes you did not even commit. Don't do it.

all of my accounts were used to dropship on eBay. If you ever want to sell paypal accounts that's fine - use your client's name. I never told or was going to tell that you should create your own name account and sell it. if you customer asks to create an account - you ask him for names and DOB. the rest - is his problem.

you can actuallly sell paypal accounts - just ask the client for first and last name, explain that you can do even 10 accounts on the same name. NEVER had though someone would think to create on their own name and sell to others :D create on their names.
 
IP does matter for paypal, If you use VPN or random IP's you will definitely blocked from paypal. No matter where are you from !!!!!

Don't use poor VPN. :) I suggested to use VPN or any other IP that are fresh.

Which one is good VPN ? I randomly checked few but anyone providing same Ip's even you get 2 account from 1 VPN
 
When I create a business PayPal account I get blocked at once, all the data is New, what do you put?.

I tried this method but was blocked after a minute. I think it's my ip because I didn't change that.

Yes, I know you can sell PayPal accounts. I also know that it is against the PayPal TOS specifically because PayPal is often times used for dodgy things online (like money laundering). Hence my apprehension about your methods. But hey, PayPal is very good at identifying bullsh1t accounts. My comments was more a warning for people reading this thread than it was a reply directly to you. You do you boo.
 
If you do normal business, why not just open a Ltd in UK, a B.V. in Netherlands, a UG in Germany, etc...

What kind of pain is solved here?
