Create Facebook app and do all setting with your domain .
Create video and submit for FB staff submission.within 48 hours you will get publish_action permission.

WARNING: Must use original FB developer account with real (.info,.com etc) Domains. Facebook doesnot bear anything at this time and delete everything and banned account immeidately if any suspect or any specious track within your account.
