The real method to growing a good base is by liking method.
1.Scrape user by local hashtags.
2.Like 3-5 photos of all users.
3.Make one comment.

Either they will like you in return (pity like) and call it a night.
Or they will FOLLOW you because they are READY to FOLLOW YOU even though you DO NOT follow them.
They would take initiative to follow you if they are INTERESTED in your shit.

The return rate is slow but you can get a genuine base of 'followers' this way. I'm talking about real followers/fans. People who love your shit.
