For my account, the best interaction that I am getting is from commenting. Just a simple this is great! So the maximum comment allowance on instagram is 40 comment per hour, Is it possible to have 30 accounts going commenting a round every few minutes? as the picture load for this hashtag is 100 new pictures every 1 minute. So every 1 hour - all 30 accounts made a run of 30-40 comments.

For every instances of Followlikers you have open, you can setup all your 30 accs on it. So if you have another FL instance open, you can setup the same 30 accs. There is a user's guide link within the software you can look at to setup accs in bulk.
If you are referring to free proxies, I do not know. You shouldn't be using free proxies in the first place. It will just cause more harm then good in the long run. The marketplace has a few good paid proxies services you can buy.
