does FileIce contain any content locker? IF yes.. what content locker do?

Yes, Fileice is a content locker. Content lockers are File lockers that require the user to complete a survey before they can download the file.

I personally use FI, but do your research on both before you go with one. Or just go with both and test your traffic with them and see which on you like.

CleanFiles have been shaving SOOOOOO bad in the last month, kinda disappointing.
