FB ads acc is weaker than before right?

The account is currently quite weak, but if you can appeal it will be very strong.

A personal account is safer however you can't change it's time zone and currency.
 
What do you mean by weaker?

Facebook Ads is and has always been an effective Ad platform, although you need to optimize the performance of your ads in order to see satisfying results, and this includes target audience optimization, amongst other things.

I see a lot of scanning lately and dead accounts can't be appealed
 
Facebook accounts are still the same as before, it's just that after each meta scan of black hat advertising campaigns, bans will occur.

At the present time, personal accounts should be used to advertise, Facebook is purifying most global BMs
