Fail trying to get approve on Ad Manager

I have an adsense account. Trying to apply for Ad Manager but faced this problem since few weeks ago. The page says "You already have a Google publisher account", but i dont recall having the Ad Manager of the email as in the picture. How do i close my other ad manager account as i've tried it few times now with no success. Anyone have face the same problem before?
