publish_actions on facebook apps now requires manual review from staff of fb.
create a simple game, integrate it via fb sdk and submit publish_actions or other items for review from facebook staff.

i even dont understand your question.
there is red mark side by publish_actions line on your image. which means that item is "not approved" and cannot be used.
