Same problem faced with only 2 account out of 1200 account.I then uploaded one same National ID scan copy and now those 2 accounts are OK.

There are many kinds of roadblock on facebook, such as birthday roadblock, IP roadblock, server roadblock, mobile phone re-verified roadblock, mobile phone verified roadblock, friend photo roadblock, ID roadblock, 7/15/30 days adding stop roadblock...etc. Our accounts may get any roadblock of them by some unexpect factors. As the ID roadblock, it may be the highest level roadblock for the accounts, if you didn't input or don't want to update your ture ID information, you can't bypass this kind of roadblock.
For protect our accounts safe, I think it may be better to predict the roadblock we may meet, and prepare information to bypass it. If we can bypass the roadblock for account several time, I think the credibility of the accounts will be higher, and it's good for the future active of the accounts.
