Make comments on big pages and UP vote them. Easy but little time consuming if you want to do it manually (creating a lot of your pages and logging in and liking your comments).
In this way fans are targeted only if you target the big pages where put comments.

Invite all your friends to like your page and then ask them if they would be willing to ask also their friends to like your page, it will take some time, but you will get some results for sure.

Create a blog. A simple one is good enough. use wordpress or blogspot free blog. Create 2 or 3 content. Make a title that can attract almost everybody to read. Something that can create havoc or might go viral, eg. "The fappening:You wont believe this Grammy winner is one of them", just the title is enough and some content. Last time Google search for fappening is like 5mill, you might get 1mill like at the lowest. think. be creative with the title.
Then add "facebook like popup widget" to your blog so whenever someone want to read your stuff, they have to click like first.
The question you might ask is: how can i reach audience after create those posts? Ping them contents. Create a new FB account if you must then add like million friends, 5 perday to avoid FB notice. share your stuff, get attraction and people will coming like hurricane for that rare item.

The likes that you will get, will depend on who you are targeting, but with $5 for a day I would say about 10-15 if you target CPM (Cost per mile/thousand) and not CPC (Cost per click).
