Again. its a regular Ad Account.
Promoting inside of Apps - is only the targeting option. every ad account can advertise in apps.

Did you read their developer files regarding their SDK?
I am less experienced in what your looking for, basically your going at being a Publisher, and i was only advertising. hope some one else can help.
