First you need to check the page again. See if the page is restricted, or has country restrictions.
Second, you need to check the payment method to see if the payment card is incorrect or held.
Third, you can recreate another campaign and replace it with a new page

Yes it's normal not to get traffic for up to 24 hours, it depends on the ad settings and aduinces, etc.
But if its after 48hours, I will create another campagine with 2-3 changes to see if it start working.
Also double check your audience settings you may be done something wrong and you not seeing it, it happened to me all the time..
Please do that and lets know the results here I will keep eye and I will help you out.

- Are you targeting, cities? states? zip codes? Women or men?
- Have you selected any lookalike options?
- you created your ads in adsmanager with images and texted? or you used your page's posts? to advertise?
