Facebook Ad Account Not Spending

If have tried all 3 solutions above and still do not work, then the only way left is to replace the new account.
 
You can change to another account, but you should change the content regularly to make it attractive and attract customers.

Create a blank ad instead to easily collect the hold. Then go to your main campaign.
 
i add new default card, turn off old camp and create new campaign
