Recently, I see a lot of people facing this problem. It affects a lot of people's work.
I have overcome this situation in the following ways:
1. Check your card balance. Currently, Facebook requires you to charge up to your threshold before you can spend.
2. Check if the payment method is "Hold"? The account is "held" but the campaign will still be active and not spent. Please, close all old campaigns, create a new campaign with a budget of $1. Top up the card with at least $10 and press try to collect the hold.
3. If there is no problem with payment. When setting up a camp, multiply it into several groups. Keep the budget small, about $5/group. When your spending account is full, you can increase the budget.

I tried your method but my account still has no spending
 
Try experimenting with a few smaller, secondary accounts to see if your campaign is truly effective. Test to see if your content is engaging and attracting the right audience, and then consider increasing your budget.

But how to handle holding before threshold?
 
Yes I think the 3rd solution works. We also run ads with low budget and increase when the campaign spends more

we are also using this method to fix the no spending error but some accounts are still not spending even though i have fixed the hold error
 
There are 4 types of holds that cause Facebook accounts to not spend or spend slowly
You can use another account with better quality and use x10 the amount of money for the campaign
