Recently, I see a lot of people facing this problem. It affects a lot of people's work.
I have overcome this situation in the following ways:
1. Check your card balance. Currently, Facebook requires you to charge up to your threshold before you can spend.
2. Check if the payment method is "Hold"? The account is "held" but the campaign will still be active and not spent. Please, close all old campaigns, create a new campaign with a budget of $1. Top up the card with at least $10 and press try to collect the hold.
3. If there is no problem with payment. When setting up a camp, multiply it into several groups. Keep the budget small, about $5/group. When your spending account is full, you can increase the budget.

In addition, if anyone has another way, please share it with everyone to fix the error of not spending. Thanks!

To fix Facebook ad spending issues, ensure your card balance is above the required threshold and check if your payment method is on hold. Close old campaigns, create new ones with small budgets, and top up your card to resolve the hold.

Facebook favors ads that are relevant and engaging. Make sure your ads are targeted to the right audience and that your ad copy and creatives are compelling

I think this should be tested to see if it really works

I tried your method but my account still has no spending

Try experimenting with a few smaller, secondary accounts to see if your campaign is truly effective. Test to see if your content is engaging and attracting the right audience, and then consider increasing your budget.

try it:
* Run ads on accounts that have been created for at least 7 months and have certain interactions on Facebook.
* Get account information that matches the information you registered on your visa payment card.
* Create, buy or rent Facebook Business accounts to run Facebook ads that make good money, without being slow.

But how to handle holding before threshold?

Yes I think the 3rd solution works. We also run ads with low budget and increase when the campaign spends more

Run ads on an old account and have certain interactions on Facebook. Make sure your card balance exceeds the required threshold, test with a smaller sub-account to see if your campaign is really effective, Then consider increasing your budget.

we are also using this method to fix the no spending error but some accounts are still not spending even though i have fixed the hold error

There are 4 types of holds that cause Facebook accounts to not spend or spend slowly
You can use another account with better quality and use x10 the amount of money for the campaign

Run ads with a small budget, then increase the budget by about 20-30% each time. Or you can duplicate a campaign that has good results. Remember that you should choose an account that has a spending history, is strong and trusted by Facebook

I tried by turning on "optimize all" in ads for new campaign, ads are spending normally again, you can try again.

Check if your card payment method is on hold. I think it should be tested if it really works

This solution cannot be effective at the present time, because this error comes from the account itself, you can only change to another account.
