prepaid balance doesnt mean funds are usable - FB can soft-freeze billing if risk score trips, usually from card reuse, BIN mismatch, IP / geo jump, or sudden spend pattern change
ads manager will still show balance but charge pipeline is paused server-side. making a new account works faster only if you also change card, billing profile + infra, otherwise the flag just follows you. meta support can clear it but only if the account has some age + clean history, otherwise they just loop canned replies... as they always do..

for me, the ad account has a billing-side issue, not a balance. either the account itself is flagged on payments, or the primary card is temporarily declined by meta's risk system. the practical way to check is to test the same card on another account, or try a different card on this account to isolate the cause
