In terms of how fast the site starts ranking, using a a strong niche expired certainly is easier. Long term, it may also be about branding, that's where new domains certainly have an advantage, you aren't tied to an often very strange domain name.
As far as PBNs are concerned, even a good expired from your niche may require some targeted additional boost and keyword anchors.

What exactly do you want to use it for? If it is to build a long-term brand - a new domain. If it's short-term(churn and burn) - expired domain. Expired domain is also good for long term, but this domains with good name and metrics is too expensive and rare.

Depends. If you can get something niche relevant, brandable and clean (and that's very hard to come by), then definitely use expired domain as money site. And I am not talking about something with 10RD. Huge, expensive auction domain is the way to go. Otherwise, start fresh with brandable name of your choice.

I think both methods would work. A good expired domain with good metrics, has the link power which would provide you with a little better ranking power in the process, due to the already established link juice/power on the domain.
A site that is blasted with a good amount of PBN links, and with the PBN links that have link juice with good metrics, that would also allow you to rank better in the process.
Or you can interchange both strategies as well - use a good expired domain and blast it with PBN links, and you should be able to achieve good results when done properly.

Agreed. I am seeing more and more random domain names (i.e. Not niche relevant) ranking. It's all about the power behind the domain.
Personally I'd find a strong expired domain (can be easily done for free), register it, buy hosting and start uploading content. If it's going to rank then it will do a lot sooner than a fresh domain, and even if it doesn't you'll only be a few bucks down.
