exactkeyword.com does domain name matter?

Hi all,
I got a cold call today, someone telling me that he would basically acquire a domain which is my main keyword people type in google. Then he would "use his software and skills" to rank it first on google within a week and then have it point to my site.

I didn't buy as he was wanting 100 a month, so I was wondering, is this actually a good method? for eg if I have a shoe shop in Kentucky and people always type in shoe shop Kentucky, if i could buy shoeshopkentucky.com would it be easy to get it ranked vs if the shoe shop was just called joescompany.com?

Im a newbie in IM but Ive been writing for years now. Based on how I understood SEO works, what's important would be the anchored text towards the keyword you're trying to rank at.

This is why if you search "cheap hotels" on google, for sure there's someone out there who tried creating a website like "cheaphotelsinXXXXX" but they do not rank.

The quality of the content is what matters anyway so to answer the question, in the best of my knowledge, it really wouldn't matter.
 
Domain name matters, as far as I’ve experienced it. But It won’t rank in 1 week even with EMD. It just gives you an edge but again it will take the same amount of time to rank as it would to any new domain :)
 
Exact match domain will not give you a boost in rankings, but it would be easier to remember.

People said it was a one off, but we had dinner in Milan late last year when he was speaking at an SEO conference and he revealed he'd just done the same with 3 brand new sites.
As part of his presentation the next day that he announced the sites in question at the event, to prove it could be done again and again.
