Enough Pixel data to target audience?

Hi all, so i am new to Facebook ads, i have installed Facebook pixel in my store and have gathered some data through it, i was wondering if i have enough data to target a better LLA now?

i hear that for best targeting results you should have 100+ flares in each section ie, add to cart, purchases, i was thinking as i only have 53 add to carts would it still be effective to target people who viewed content of which is 313 then hopefully that would build my adds to car then i can target that once 100+ and then same with purchases.

would this be a waste of money and should i continue to build my data before targeting a LLA?

you need at least 400 add to carts and 200 purchases before you can make an lla - the reason being correlation - it's impossible for fb to make a good judgement off such small figures.
