I highly suggest that you don't mail scraped B2C data. B2B can work if highly targeted.

You ideally want to know the domain makeup of your list(s) and create seed accounts for the domains with the highest percentage of users. Then use the seeds to test your inbox placement before sending your message.

For many, AOL, Hotmail, Gmail, Yahoo and parent domains using the same mx, can makeup as much as 85-90% of their list. So at the very least, you should start with them and any other seed accounts you can set up or acquire.

If you're hitting the spam folder, you basically need to look at the following...

Back-end setup: spf, dkim, rdns, etc...
IP/ domain reputation: any domain / IP that is associated with the mailing.
Content: everything in the message body, subject line, including your template.

You then need to test everything and isolate the problem and fix it.

For GI domains, you could set up SpamAssassin with razor and pyzor add-ons (google it). Which beats using nothing.

Sending using SMTP services will get much better delivery than you own server/IPs.

If you go that route then you will need to warm up the IPs and with purchased data, it will be difficult. So it will be next to impossible to inbox all domains.

If others tell you any differently, they are full of crap and just trying to take advantage of you. Unless you are going to domain target your data and only mail to selected domains and you are getting large amounts of IPs (at rock bottom pricing) and the IP provider can replace when they get blocked / blacklisted. Which isn't cheap. Also, never pay for IPs until you have tested them and can verify that they are not blocked / blacklisted by the domains you want to mail to.

Otherwise...you are far better off getting fresh / targeted data and send using ESPs/SMTPs and build up your opens / clickers.
