$500 is a very decent budget to start.

apart from the lists you need a server with multiple ips and some domains as you are going to send to Cold email-lists.

Patience is the Key.
after setting up the smtps. you need to warm your ips.

introduce your self to the pleople you are going to intract with.

start from 100 emails a day. this will increase your sending score.

dont send to much expencive offers.

use less spammy content in subjects and body.

keep your server maintained, like remove your ips if blacklistings.
rotate your domains.

if your email blaster gives you option to spin your content that will b very much benificial.

if you take is as a full time job it will definatly pay you back what u expects.

You need leads, smtp or server and offer.
You can spam most emails. but over time you will have your own targeted mailing list.
