Which hosting plan is recommended for a book piracy website? Is alexhost's $30 annual plan sufficient?

The question is where would you host the ebooks pdf files?
If you are planning to host the files along with the site dedicated server or VPS would be a good start

Why? Don't I need a hosting on dmca just because it's embed?

I said the same, you need an offshore hosting that ignore dmca

You need offshore dedicated server or a VPS and it will work fine, the problem with shared hosting is that mostly people abuse a lot offshore shared hostings, so the server performance can go bad, and you can suffer just because some other bad user on the same server, with dedicated or VPS you can have your own environment and be safe from it.
