Would buying a 10k account to verify, then only actually promoting on other people's pages work? Or am I required to use the account that verifies for my promos?

I do all the steps on the guide on how to change your store location on ios. The thing is that I can't create another apple id I only get "Use Existing Apple ID". If someone can help me I would appreciate it a lot.
