Duplicate content - Legal pages

It depends where you are legally based. In the UK it is a good idea to 100% copy a legal boilerplate for legal reasons (T&C, Privacy)but I don't know about SEO.
 
I had been doing the same thing like many others here for a long time - noindex all these pages on all of my sites.

Then I found myself sometimes looking for these pages on other sites by using queries like ‘abc.com policy’. So I thought these pages, like any other page, should be made and be useful for the users, not for SE. Set them to ‘index’ again. I didn’t notice any effect it has on my traffic, both positive and negative. Thus I just let it be like that for those look for these pages like me.

All of these pages on my sites are copy/paste so yes they are duplicates. However when I check these pages in the Search Console they are all indexed and set as canonical pages of their own. That’s a sign. Google doesn’t consider this type of pages duplicate content.

This is from my experience so it may not work for you.
 
I think search machine understands it's same on every site, and there's no big problem
