Hi everybody,
Does Scrapebox Still works and effective in ( tier 2 and tier 3 ) link building to rank a website?
and what if I use it in ( tier 2 and tier 3 ) to rank youtube videos?

I'll help. Scrapebox is not a tool to build links with. It's works as a great scraper and a bunch of other functions. If you need help on scrapebox.

If you want to build links to your tier 1 properties. Check out GSA instead, it's really effective if you know how to do it well.

There is no comparison to GSA in tier link building. Scrapebox is also useful, but not just blog commenting. Mostly people use it for scrape high pr backlinks with low OBLs to manually comment on.
 
Yes you can use it for low tier but can't compare with GSA... GSA is a beast... Scrapebox is more effective in harvesting and filtering basically for making good list...

I suggest using both ScrapeBox and GSA, once you master these two, you don't need anything else. ScrapeBox is mainly for scraping sites you can leave blogcomments on, GSA for linkbuilding (T2-T3).

Now that Penguin update has arrived (yesterday), I can't say for sure if they work, but at least they used to do couple of weeks ago.

Private proxies is pretty much a must from what I've read... although I can't say from first hand knowledge.
