Does normal SEO backlinking strengthen loca SEO?

Hey guys, I am doing internship at some logistics company and have a hard time finding relevant keywords to work on. So anyways, the website already has some local SEO done by a previous developer. It shows up here and there for local searches.

So I was just thinking of improving the local SEO positions with the short amount of time that I have. I know how to do SEO for my niche sites and I was thinking if the same methods will improve the site's local SEO

local seo is different way like website promote to local site listing,local directory submission,local social site submission,Facebook group local group to connect and post or many like you can post classified site or ppc local keyword location.

In a way, if you are able to build authority via those backlinks, it may indirectly also boost the local SEO for that page, as higher authority would also provide higher priority in listing. There are a number of other factors as well, like the IP location for the device accessing/searching Google, etc, that may also affect the listing for a particular local keyword.
