To answer OP, yes it still works for your higher tiers, if you haven't bought it yet try out some blasts and see for yourself before you invest a couple of 100 bucks

the problem here is that almost anything GSA is able to post to, is not suitable for tier 1. they spammed to death domains; even if you have GSA super duper spun content.

Yes, I have used spun content for tier 1, but it is on web 2.0 that I own.

as to how many, i have no solid tests to show if this is a good recommendation or not, but any web 2.0 sites that I find, I make sure that I create an account on it. I do not direct them to my money site at least after 2 months has gone by. I have few web 2.0's that are over 2 years old and still do not link to my money site!

if there are about 40 different web 2.0's, I am pretty sure that I am using 35+ for my tier 1. this could be a bit on the extreme side.

final advice: quality over quantity. you having few web 2.0, which you treat like your money site, would help a lot more, than having shit load of web 2.0's.

another advice: do realize that majority of web 2.0's are coming from a US based IP addresses. If you are trying to get ranked in US, no worries. But if you are trying to get ranked in other countries, you will screw yourself when majority of your referring domains are not from the country that you want to get ranked for. take a look at the country widget data here:

you want to ensure that majority of your backlinks are from your own country; so be-careful on those US based web 2.0's!

GSA blasts are still worth a shot. But as said, all backlinks should have IPs redirected to your country.

This said. I have a version of GSA ser. I have ran GSA SER everyday between June and September 2019 focusing on Forum profiles. Then, I checked google search console. Only less than 10 forum profiles have been recognized as backlinks because Google ignores links from forum profiles.
GSA SER engines that are useless are forums, indexer, bookmarks from time to time, directory didn't work.

I undertand that behind your posts they are people of the GSA SER industry and co. You own may a business related to captcha, proxy... I understand you defend your lobby. But I think it is wasting time and money. . Those last years I had no benefits from using GSA SER.

I am not a noob. I use GSA SER since 2013. I spent a lot of money in windows VPS, proxies, captcha services. I notice that today it is useless.

The new good way of making backlinks are PBNs and guest postings.

A shocking question : Can GSA be used for Money sites for some foreign language niche sites?
The niche that I am currently exploring , sites with 12-15 DA and 1 million links rank first page ... Mine site with quality links not in top 200

yes you can. But only for lower tiers. No one even bothers with direct blasts otherwise we would be seeing so many test-cases here.

GSA SER is useless for tier 1. You can use GSA SER for tier 2.
To help Google to crawl articles of a blog part of PBN but is it worth paying a VPS? Proxy? Captcha?
I don't think so.
