It's disheartening to see, sure. But just because someone, somewhere, is willing to do just about anything for a ridiculously low rate, doesn't make it the "going rate", no matter what part of the world you're from.
Something like that isn't a negotiation starter, it's a negotiation ender. Just skip over it, and spend time improving whatever skills you're selling and differentiating yourself from the pool of labor that would respond to something like that, in any way you can. Even if it's just a shift in attitude, it's a lot better than a race to the bottom.
